SOCIAL-ECONOMIC SITUATION IN TEN MONTHS OF 2015

As of 15 October, provinces in the South cultivated 773.9 thousand hectares of winter rice, equaling 98.8% compared to 2014’s same period, of which 90.7 thousand hectares of the early winter rice have been able to be harvested, accounting 12% of sown area.

Together with the cultivation and harvest of winter-rice, as of mid-October, the country harvested 2354.8 thousand hectares of summer-autumn rice and autumn-winter rice, representing 85.6% of the cultivated area and equaling 98.4% against the identical period last year.

As of 15 October, the country cultivated 97.4 thousand hectares of maize, equaling 97.1% from last year’s similar period; 16.9 thousand hectares of sweet potato, equaling 90.9%; 22.4 thousand hectares of soya-bean, equaling 81.2%; 88 thousand hectares of vegetables, equaling 103.1%.

It was estimated the flock of buffaloes in October reduced by 1% from the same period last year; the flock of oxen increased by 2%-3%; the flock of pigs rose 3%-4%; the flock of fowls raised by 3%-3.5%.

b. Forestry

In general, in ten months, the concentrated planted forest reached 194 thousand hectares, grew by 2.1% from the same period last year; wood production[1] gained 6589 thousand m3, a rise of 11.4%. Firewood production in ten months gained 24.9 million ste, increased by 0.2%.

Generally, in ten months, the damaged forest area was 1841 hectares, a decrease of 51.2% against the same period last year, of which the fired area was 1074 hectares, fell by 65.4%; the destroyed area was 767 hectares, grew by 14.1%.

c. Fishery

Generally, in ten months, the country’s total estimated fishing production reached 5399.6 thousand tons, rose 3.1% over the similar period last year, of which production of aquaculture achieved 2882.1 thousand tons, increased by 1.9%; production of fishing caught gained 2517.5 thousand tons, by 4.4%.

2. Industry

Generally, in ten months, Industrial Production Index (IPI) rose 9.7% from the same period last year (it grew by 6.9% in 2014’s similar period). Of industries, the mining and quarrying increased by 8.4%, contributed 2.1 percentage points to the general growth; the manufacturing went up by 10%,

contributed 6.8 percentage points; the power generation and supply raised by 11.5%, contributed 0.7 percentage point; the water supply and sewage treatment rose 7.4%, contributed 0.1 percentage points.

Generally, in nine months, consumption index for the whole industry grew by 13.1% over the same period in 2014. Stock rate for the entire manufacturing on average in nine months of 2015 was 73.6%.

The number of laborers working in industrial enterprises as of 01 October 2015 rose 6.9% over the identical period last year, of which the State sector decreased by 1.9%; the non-State sector increased by 5.2%, and the FDI sector went up by 9.7%. As of above time, the number of laborers working in the mining and quarrying put up by 0.3% from the previous year’s similar period; the manufacturing by 7.6%; the power generation and supply by 0.6%; the water supply and sewage treatment by 4.3%.

3. Operation of enterprises[2]


Generally, in ten months of this year, the country had 77542 enterprises registered for new establishment with a total registered capital of 486.1 trillion dongs, an increase of 29.2% in the number of businesses and an increase of 37.9% in the registered capital over the equivalent period in 2014. Besides, there were 737.8 trillion dongs of additionally registered capital of enterprises changed to raise the capital in the last ten months. Thus, the total of both newly and additionally registered capital in ten months of 2015 was 1223.9 trillion dongs. The expected number of laborers generated jobs in the newly established enterprises in ten months was 1157.1 thousand persons, grew by 31% from the same period in 2014.

The number of suspended enterprises re-operated in ten months of this year was 16198 ones, a rise of 24.6% compared to last year’s identical period.

The number of enterprises which finished the procedure for dissolving, terminating business activities in ten months was 7641 ones, decreased by 1.2% from the same period last year, of which most of them are small-scale businesses with a registered capital of less than 10 billion dongs. By types of enterprise, of the total number of enterprises which finished the procedure for dissolving, terminating operations, there were 2779 one-member limited companies (accounting for 36.4%); 2088 two-member limited companies (accounting for 27.3%); 1650 private businesses (accounting for 21.6%) and 1124 joint-stock companies (representing 14.7%). The number of enterprises having difficulty forced to temporarily cease operations in nine months was 47604 ones, an increase of 15.3% over the identical period last year.

The number of enterprises having difficulty forced to temporarily cease operations in ten months was 60164 ones, an increase of 29.1% from the same period last year, of which 13625 enterprises registered for time-limited temporary cessation of operations and 46539 enterprises suspended businesses waiting for closing the enterprise code or without registration. Of total enterprises having difficulty forced to temporarily cease operations, there were 21633 one-member limited companies (accounting for 35.9%); 19208 two-member limited companies (accounting for 31.9%); 11514 joint-stock companies (taking 19.3%) and 7807 private businesses (representing 12.9%) and 2 partnerships.

4. Investment

Generally, in ten months, realized investment capital from the State budget reached 173.3 trillion dongs, equaled 82.3% of the yearly plan and increased by 4.2% from 2014’s same period. Of which the capital under central management gained 34.5 trillion dongs, equaled 84.8% of the annual plan and grew by 0.8% from the same period last year; the capital under local management achieved 138.8 trillion dongs, equaled 81.7% of the yearly plan and went up by 5.1% over the similar period in 2014.

From the beginning of the year to 20 October 2015, FDI attracted 1657 newly licensed projects with the registered capital of US$12425.9 million, an increase of 26.9% in the number of projects and a rise of 24.8% in the capital from the similar period in 2014. At the same time, 667 times of license-granted projects from the previous years registered to raise the capital with additional capital of US$6866.5 million. Thus, the total registered capital of both newly and additionally financed projects reached US$19292.4 million, grew by 40.8% against the last year’s same period. Realized FDI capital in ten months of this year was estimated to gain US$11.8 billion, rose 16.3% from 2014’s similar period.

In ten months, the manufacturing industry attracted the largest number of FDI projects with the registered capital of US$12484.1 million, accounting for 64.7% of the total registered capital; the electricity, gas, warm water, steam and air conditioning generation and supply reached US$2619.9 million, accounting for 13.6%; the real estate business attracted US$2136.7 million, accounting for 11.1%; other industries received US$2051.7 million, representing 10.6%.

The country had 47 provinces and cities directly under the central management which received newly licensed FDI projects from 59 nations and territories in ten months.

5. Government revenues and expenditures

Total estimated government revenues from the beginning of the year to 15 October 2015 achieved 709.8 trillion dongs, equaled 77.9% of the annual estimate, of which domestic revenues reached 522.5 trillion dongs, equaled 81.8%; collecting from crude oil achieved 53.8 trillion dongs, equaled 57.9%; from export-

import balance: 129.9 trillion dongs, equaled 74.2%. Of home revenues, some revenues reached a fairly good level and exceeded the yearly estimate such as collecting 18.2 trillion dongs from tax on environment protection, equaling 140.9% of the annual estimate; 44.8 trillion dongs from land use fee, equaling 114.9%; 45.2 trillion dongs from individual income tax, equaling 88.1%; 95.7 trillion dongs from non-state industrial, commercial and non-state service taxes, equaling 80%; 103.3 trillion dongs from FDI enterprises (excluding crude oil), equaling 72.5%; 158.5 trillion dongs from State enterprises, equaling 71.8%.

Total government expenditures from the beginning of the year to 15 October 2015 reached an estimate of 867.7 trillion dongs, equaled 75.6% of the yearly estimate. Of which, expenditure on development investment achieved 134.3 trillion dongs, equaled 68.9% (spending for capital construction alone reached 130.5 trillion dongs, equaled 68.5%); expenditure on economic and social development, national defense and security, general public administration was estimated to gain 605.1 trillion dongs, equaled 78.9%; paying debts and aids attained 120.8 trillion dongs, equaled 80.6%.

6. Trade, prices, transport and tourism

a. Retail sales of consumer goods and services

Generally, in ten months, total retail sales of consumer goods and services was estimated to reach 2661.6 trillion dongs, increased by 9.6% from the same period last year (if the price factor were excluded, the growth rate would be 8.4%).

By kinds of economic activity, retail sales of goods in ten months reached 2026.2 trillion dongs, accounted for 76.1% of the total and rose 10.7% against the last year’s similar period; accommodation and catering services gained 307.6 trillion dongs, took 11.6% of the total and rose 5% against the same period last year; travelling achieved 25.3 trillion dongs, represented 0.9% and went up by 3%; other services attained 302.5 trillion dongs, accounted for 11.4% and rose 8% over last year’s similar period respectively.

b. Exports - Imports

Generally, in ten months, export turnovers was estimated to reach US$134.6 billion, increased by 8.5% from the same period last year, of which the domestic economic sector achieved US$39.6 billion, decreased by 3.3%; the FDI sector (including crude oil) gained US$95 billion, grew by 14.3%.

About the export market in ten months, the United States was still the biggest market of Vietnam with export turnover of US$27.8 billion, a rise of 18% compared to 2014’s same period. The next were EU with US$25.3 billion, a rise of 11.9%; ASEAN with US$15.4 billion, a decrease of 3.1%; China with US$13.9 billion, an increase of 12%; Japan with US$11.7 billion, a drop of 5.2%; South Korea with US$7.4 billion, a rise of 23.5%.

Generally, in ten months of this year, import turnovers reached an estimate of US$138.7 billion, rose 14.3% over the last year’s similar period, of which the domestic economic sector gained US$56.6 billion, 7.8% increase; the FDI sector achieved US$82.1 billion, a rise of 19.3%.

Regarding the import market in ten months, import from China had a largest turnover with US$41 billion, a rise of 15.6%. The next were South Korea with US$23.4 billion, up 30.7%; ASEAN with US$19.6 billion, up 3.1%; Japan with US$12.1 billion, up 15.9%; EU with US$9.1 billion, up 24.9%; the United States with US$6.6 billion, up 27.3%.

Estimated trade deficit in ten months was US$4.1 billion, equaled 3.1% of export turnovers, of which the domestic economic sector had a trade deficit of US$17.1 billion; the FDI sector had a trade surplus of US$13 billion[3].

c. Consumer price indexes (CPI), gold and US dollar price indexes

Consumer price indexes (CPI) in October 2015 increased by 0.11% over the previous month, of which, the group of food and catering service grew by 0.19% (grain food went down by 0.17% due to plentiful food supplies; foodstuff went up by 0.34% as consumer demand raised highly in wedding season); garment, hats and footgear increased by 0.2% mainly due to the growth of shopping demand for autumn-winter goods in the change of season; family appliances rose 0.12%; beverages and tobacco put up by 0.11%; education by 0.05%; medicaments and health service by 0.01%. Other groups with decreased price index included following groups: culture, entertainment and tourism had a drop of 0.06%; transport went down by 0.05% (price of fuel group rose 0.19% due to raising petrol price in the period; price of public transportation service reduced by 1.76%); postal and communicational service fell by 0.03%; housing and constructional materials decreased by 0.01%.

CPI in October 2015 increased by 0.51% from December 2014 and equaled 100% from the same period in 2014. Average CPI in ten months of this year grew by 0.67% compared to that in the identical period last year.

Gold price indexes in October 2015 went down by 0.05% from the previous month; by 1.63% from December 2014; and by 3.15% against 2014’s last year.

US dollar price indexes in October 2015 decreased by 0.16% from the previous month; jumped up by 4.94% from December 2014 and rose 5.54% compared to 2014’s similar period.

Core inflation in October 2015 increased by 0.06 % against the previous month and by 1.82% over the same period last year. Average core inflation in ten months of 2015 grew by 2.12% from 2014’s similar period.

d. Carriage of passengers and cargos

Passenger carriage in ten months was estimated to reach 2717.3 million passengers, raised by 7.7% and 119.6 billion passengers-kilometers, by 7.9% from the same period in 2014. Of which central transport reached 28.5 million passengers, increased by 2.5% and 29.8 billion passengers-kilometers, by 6.3%; local transport gained 2688.8 million passengers, grew by 7.8% and 89.8 billion passengers-kilometers, by 8.4%. In ten months of this year, estimated passengers carried by road achieved 2562.9 million passengers, a rise of 8% and 88.1 billion passengers-kilometers, a rise of 8.7% from the same period last year; by air: 17 million passengers, an increase of 6.5% and 25.5 billion passengers-kilometers, an increase of 5.6%; by rail: 9.6 million passengers, a decrease of 3.9% and 3.7 billion passengers-kilometers, a rise of 5.4%; by sea: 4.6 million passengers, 5.9% increase and 222.8 million passengers-kilometers, 5% growth.

Cargo carriage in ten months reached an estimate of 933.6 million tons, rose 6% and 186.7 billion tons-kilometers, rose 3.1% from the last year’ same period.

Of which the domestic transport gained 907.2 million tons, increased by 6% and 83.3 billion tons-kilometers, by 6%; overseas transport reached 26.4 million tons, grew by 4.1% and 103.4 billion tons-kilometers, by 0.8%. Cargo transport by road was estimated to obtain 719.6 million tons, increase by 6.7% and 40.4 billion tons-kilometers, by 7.1%; by river: 160.2 million tons, up 4.1% and 32.3 billion tons-kilometers, up 4.7%; by sea: 48.2 million tons, up 3.6% and 110.2 billion tons-kilometers, up 1.4%; by rail: 5.5 million tons, a decline of 7.6% and 3.4 billion tons-kilometers, 3.5% decrease.

e. International visitors to Vietnam

Generally, in ten months, estimated number of international visitors to Vietnam reached 6338.6 thousand arrivals, reduced by 4.1% from the last year’ same period, of which visitors coming by airway gained 5171.1 thousand arrivals, a decrease of 0.7%; by road: 1127 thousand arrivals, a decline of 16.8%; by sea: 40.5 thousand arrivals, a decrease of 11.5%.

In ten months of this year, visitors to Vietnam from Asia achieved 4443.5 thousand arrivals, fell by 4.9% against the similar period last year. Visitors from Europe gained an estimate of 1067.2 thousand arrivals, went down by 3.2% from the last year’s identical period. Visitors from America reached 524.2 thousand arrivals, rose 1.1% from the same period last year.

7. Social issues

a. Farmers’ food shortage


Generally, in ten months of 2015, the country had 220.2 times of households suffering from food shortage, down 28.7% compared to the identical period last year, corresponding with 914 thousand times of persons suffering from food shortage, down 30.5%. To overcome the problem, from the beginning of the year, all administrative levels, sectors and localities provided difficult families with 19.2 thousand tons of grain food and 8.5 billion dongs.

b. Epidemic diseases and food poisoning

Generally, in ten months of this year, the country had 36.8 thousand cases of hand, foot, mouth disease(05 died); 47 thousand cases of hemorrhagic fever in at 54/63 provinces and cities directly under the Central management (30 died); 805 cases of virus encephalitis (24 died); 314 cases of typhoid; 108 cases of meningococcal disease (05 died). From the beginning of the year, there were no new cases of A (H5N1) flu and cholera recorded.

In the month, 1335 HIV-infected cases were found, total number of alive HIV-infected persons over the country as of 17 October 2015 was 229.7 thousand persons, of which 79.2 thousand cases turned to AIDS. The number of persons died of AIDS over the country as of above time was over 80 thousand persons.

From the beginning of the year, the country had 117 serious cases of food poisoning, making 3592 persons be poisoned, of which 18 cases died.

c. Traffic accidents

Generally, in ten months, the country had 18437 cases of traffic accidents, including 8396 cases of traffic accidents and 10041 cases of traffic crashing, killing 7185 persons, injuring 4798 persons and injuring slightly 11957 others. In comparison with the same period last year, cases of the traffic accidents in ten months of this year decreased by 11.4% (cases of traffic accidents less serious and more reduced by 3.5%; cases of traffic collision by 17%); the death fell by 3.9%; injured persons by 5.3%; slightly injured persons by 19.8%. On average each day in ten months of 2015, the country had 61 cases of traffic ccident, including 28 cases of traffic accidents and 33 cases of traffic crashing, killing 24 persons and injuring 16 persons and injuring somewhat 39 others.

d. Damage by natural calamity

Generally, in ten months of this year, natural calamity made 143 persons died and lost, 198 persons injured; over 1000 houses collapsed, swept away and over 30.5 thousand houses flooded, blown off, unroofed; 56.4 thousand hectares of rice and 24.1 hectares of vegetables flooded and damaged. Total value of damage caused by the disaster from the beginning of the year was estimated about 5.3 trillion dongs.

e. Environment protection, fire and explosion

From the beginning of the year, there were about 9.3 thousand cases of violating regulations of environment protection over the country, of which 3.8 thousand cases were treated with total fine of 236.7 billion dongs.

Generally, in ten months, the country had 2501 cases of fire and explosion, killing 75 persons and injuring 262 others, total value of damage was estimated 853.3 billion dongs.
